6 Trustee McLawhorn called the meeting to order at 6:34p.m. Trustee McLawhorn called the roll with
7 the following in attendance: Trustees McLawhorn, Murphy, Nava-Esparza, Perretta, Juarez, and
8 Mayor Ryan. Trustee Dalzell and Clerk Harding were absent.

10 Notice of Public Hearing on 2022 Budget the Village of Alsip has scheduled a Public Hearing on
11 May 2, 2022 @ 6:30 p.m. in the Council Chambers at Village Hall, 4500 W 123rd Street, Alsip,
12 Illinois to discuss the proposed Appropriation Ordinance for formally prepared Appropriation Budget.
13 Documentation will be accessible for viewing in the City Clerk's Office and online at
14 villageofalsip.org. This notice is provided pursuant to 65 ILCS 5/8-2/9. John Ryan Village President

16 Finance Director Joyce Tucker began.

18 Consolidated budget: We have a balanced budget for FY23, 24, 25, 26, and 27. FY22 is still just a
19 projection, it is not completely done yet. Of surplus $230,000 will be transferred to OPEB, $38,000
20 will be transferred to economic development, and $115,000 will be transferred to capital assets.

22 Road&Bridge: Reduced real estate taxes going to the general fund and increased taxes going to road
23 and bridge to make them whole. FY23 $997,000 going to road and bridge and even with that,they're
24 still using $252,000 in cash next year. That can change if some money comes to road and bridge.
25 Fund balance is $3.4 million and projected use in FY23 will bring it down to $2.9 million.

27 Storm Sewer: Had discussions with Dan and Mike about money with storm sewers and how we
28 would charge for that. There's a series of classifications on how to charge, so will take time to put
29 together. Talked about just doing a flat fee to start with. In FY24 we will need$200,000,that would
30 estimate a flat rate of around $4.00 fee per customer. By FY25 would hope to have a more
31 sophisticated system in place for fees. Would like to have a better idea of what expenses are and
32 gauge how to do fees.

34 Village Properties: There is a$10,000 increase that Joyce found out about today from Rodger. There
35 is a major repair on roof of the building. This is an estimate, Rodger is getting quotes.

37 Water: Under FY22 and FY23 Trustee McLawhorn asked about a transfer to general fund for garbage
38 fees. Water is transferring revenue from money collected to general fund. We can probably change
39 it to the revenue line back in the general fund now that coding is figured out to code to specific areas.
40 Trustee McLawhorn asked about the $100,000/year for flex net radios. Joyce stated it has to do with
41 individual meters and reading them. Trustee asked if the high amount is still needed. Joyce noted
42 that he's only budgeting $10,000, not $100,000.

44 Sanitary Sewer: New fund for this last year. Sitting at about $1.7 million. In FY23 a fund balance
45 use of$60,000. There will be an increase over time and by FY26 they will start to build a reserve
46 fund.

48 Heritage: $2.9 million in capital projects. Some projects will be delayed so could change. Even with
49 projects sitting at $9 million. Fence at Heritage 1, electrical at Heritage 1, pool replacement at
50 Heritage 1. Took out programmable thermostats and WiFi for them;they are eliminated. Will go out
51 to RFP for outside cameras.

53 General Fund: Real estate property taxes up until May lst is $10 million. We budgeted about $8.4
54 million. It drops from $8.4 to $6.5 million; some is going to storm sewer and road &bridge.

56 ADJOURNMENT: Motion by Trustee Murphy to adjourn and; seconded by Trustee Juarez. All in
57 favor; none opposed. Motion carried. Meeting adjourned at 7:19pm.
