7 Mayor Ryan called the meeting to order at 7:33p.m. Clerk Harding called the roll with the following
8 in attendance: Trustees Dalzell, McLawhorn, Murphy, Juarez, Nava-Esparza, Perretta and Mayor
9 Ryan.

11 BID OPENING: 1) Review of OPEB Trust Bid(s). There was one bid. PFM Asset Management
12 located at 209 S. LaSalle St., Chicago, IL 60604. Initial $25 million the charge would be 30 points
13 (.30%), next $75 million the charge would be 15 point (.15%), and next $150 million would be 10
14 points (.10%).

16 MAYOR'S REPORT: Mayor Ryan presented: 1) Request to approve a list of annual Mayoral
17 Appointments that require consent by the Village Board of Trustees. 2) The Alsip Mayor's office is
18 hosting the annual Village wide Clean-up day from 9am-Noon. All volunteers are asked to contact
19 Administrative Assistant Becky Smith at 708-385-6902 x2317 to register and to report to the
20 Village Hall for assignments the day of the event. This event will be May 14th. 4) Monday 5/16/22
21 the Village will sponsor a Student-Government night at the Village Board meeting and District 218
22 schools have been invited. 5) Discussion regarding the naming of the new green space at the
23 Village Boat Launch, as the grant sponsor Morton Arboretum wants to develop signage for this
24 property. All submittals will be considered. They will give us a month to decide. Mayor suggested
25 naming it Mary Schmidt Community Sanctuary for all her work and dedication to the Village of
26 Alsip even after moving out of state. 6) Mayor contacted a local real estate agent regarding the sale
27 of the vacant lot at 3725 120th Place. He sent a 7 month agreement and Mayor will send to board to
28 look over.

30 CLERK'S REPORT: Clerk Harding presented: 1) Record Resolution 2022-OS-R-1 into record
31 (approved at the 2022 OS-02 Board Meeting). 2) Presentation of the March 2022 Motor Fuel
32 Allotment in the amount of$64,171.93. 3) Presentation of May 2, 2022 Board Meeting Minutes.
33 4) Presentation of May 2, 2022 FY23 Budget Appropriation Meeting Minutes. 5) Presentation of
34 the April 2022 FOIA Report.

36 PUBLIC FORM: Nobody came forward.

38 FINANCE AND INFORMATIONAL TECHNOLOGY REPORT: Trustee McLawhorn presented:
39 1) List of payroll and accounts payable. 2) Request for approval to increase of hours for Heather
40 Tomkow from 28 hours to 35 hours for approximately 8 weeks starting in mid-June. Cost would be
41 approximately $2,000 bi-weekly. 3) Discussion of FY23 Budget. 4) Review of changing gas
42 prices, it was now up to $.62 today. Joyce will check again Monday at what the change is.

44 FIRE DEPARTMENT REPORT: Trustee Murphy presented: 1) Discussion of tollway agreement.
45 Chief Styczynski will discuss the updated agreement with the tollway for emergency responses.
46 Previously the Fire Department would receive $300 on tollway calls. Now they will receive $500
47 per response and bill for EMS services, with an added $10 increase yearly.

49 POLICE AND TRAFFIC SAFETY REPORT: Trustee Dalzell presented: 1)No report.

51 PUBLIC WORKS AND BOAT LALTNCH REPORT: Trustee Juarez presented: 1) Presentation of
52 the Public Works Department Apri12022 Monthly Activity Report. 2) Mike Fraider stated that an
53 employee resigned and asked for a consensus to post internally for 7 days then externally for a full
54 time Class 2 Operator to fill the vacancy.

56 Roll #1 Consensus: Voting "aye": Trustees Dalzell, Juarez, McLawhorn, Murphy,Nava-Esparza,
57 and Perretta. Consensus carried 6-0.

59 SEWER AND WATER: Trustee Nava-Esparza presented: 1) Presentation of the Apri12022 Water
60 Department Monthly Activity Report.

62 BUILDING AND HEALTH REPORT: Trustee Perretta presented: 1) Presentation of the April
63 2022 Health Department Monthly Activity Report. There were 30 complaints, 2 inspections, 8
64 citations, and 0 call outs. 2) Presentation of the Apri12022 Building Department Monthly Activity
65 Report. There were 94 permits issued, $30,050 collected, and estimated construction is at
66 $27,737,820.00.

68 HUMAN RESOURCES AND INSURANCE: Trustee Murphy presented: 1)No report. 2) Mayor
69 noted there were a couple more interviews happening this week for the HR position.

71 REPORTS OF SPECIAL COMMITTEES

73 ECONOMIC DEVELOPMENT: Trustee Nava-Esparza presented: 1) Trustee asked for a status
74 update on Taco Burrito King. Mayor stated they were approved by MWRD and Rodger stated that
75 he would follow up with them on when construction will begin. Trustee asked if there's any update
76 on NextSite. Mayor said they only give updates quarterly but he would talk to them to see if they
77 can update more frequently. Gas N Wash opened on Friday May 6th

79 VILLAGE PROPERTIES: Trustee McLawhorn presented: 1)No report. Rodger Early is getting
80 quotes on fertilizing and will get bids on Heritage I fence and painting the halls at Heritage II. Bids
81 will open May 31 St

83 ORDINANCE AND LEGISLATION: Trustee Perretta presented: 1)No report.

85 PLANNING & ZONING AND LICENSES: Trustee Juarez presented: 1) Presentation of a list of
86 licenses dated Apri125, 2022 through May 6, 2022.

88 PRESENTATIONS, PETITIONS, COMMUNICATIONS: 1) Request to approve an agreement
89 with Brightly Software for Asset Essentials program. (Requested by Trustee Nava-Esparza).
90 Trustee Perretta asked to check out other companies such as cartagraph.com. Joyce stated that they
91 had looked at other companies and would also look into this one as well and it can be decided which
92 is the best fit. 2) Mayor thanked Trustee Dalzell for sending him information on a program;
93 Chicago Southland Fiber Network. It is about expanding services and there are grants available.
