7 Mayor Ryan called the meeting to order at 7:30 p.m. Clerk Harding called the roll with the following
8 in attendance: Trustees Dalzell, McLawhorn, Perretta and Mayor Ryan. Trustee Nava-Esparza and
9 Murphy were absent. Trustee Juarez entered at 7:37pm.

11 BID OPENING—Fence Replacement Heritage I and Painting of Hallways at Heritage II. There was
12 one bid. Rodger will repost next week in the paper. There were no bids for the Fence Replacement.
13 There was one bid for the painting from Oosterbaan& Sons Co., located at 2515 W. 147' St., Posen,
14 IL 60469 in the amount of$198,690.00.

16 MAYOR'S REPORT: Mayor Ryan presented: 1) Thanked his assistant Becky Smith for scheduling
17 two students from Shepard High School to play TAPS at the VFW hall at 118' and Cicero on
18 Memorial Day. 2) Met with various people at Main Street Realtors to discuss Alsip's Commercial
19 and Industrial success. 3) Has spoken with a broker about marketing the property at 119'and
20 Pulaski. 4) Received another rebate check from Cal Sag Enterprises Zone for $3,020. 5) Will start
21 Employee evaluations this week.

23 CLERK'S REPORT: Clerk Harding presented: 1) Presentation of May 16, 2022 Board Meeting
24 Minutes.

26 PUBLIC FORM: Nobody came forward.

28 BUILDING AND HEALTH REPORT: Trustee Perretta presented: 1) Presentation by Blazo
29 Gjorev of Impel Union, Alsip, regarding an update on the improvements made at his business and a
30 request for an extension to install a 12' solid privacy fence around the rear perimeter of the
31 property. (They did not show). 2) Request to approve a variance of ordinance No. 2020-6-5 to
32 allow(2) single-faced digital billboards to be installed at a 90* angle at the SE corner of 115th&
33 Pulaski in front of Las Fuentes restaurant. Bill Przybylski was present to discuss the dimensions
34 and details of the sign. 3) Discussion to approve the Knights of Columbus request to hold their
35 annual "Tootsie Roll Drive"to take place on September 16th-17th at the corners of l l lth/Cicero
36 and ll5th/Pulaski.

38 FINANCE AND INFORMATIONAL TECHNOLOGY REPORT: Trustee McLawhorn presented:
39 1) List of payroll and accounts payable. 2) Discussion of OPEB Trust bid. To start trust at $25
40 million we would need to put in $150,000 to get to $25,000,001. Joyce will have get some feedback
41 from the legal team, she is waiting for a response. 3) Sth3rd presentation of bill payment via Credit
42 Card (Zoom). Sean Durkin and Michael Shiverski were on a zoom call. There are approximately
43 187 vendors that take this type of payment and village would receive cash rebates back. There is no
44 fee or interest charged and would take 4-8 weeks to implement. We can stop this program at any
45 time. 4) Budget discussion. The only change is that we will need to renew our postage machine in
46 November. Joyce Tucker and Clerk Harding have been in discussions about leasing versus
47 purchasing. Joyce also discussed we could get a permit/stamp (cost of around $250/year) so that the
48 cost of postage would go down when we have bulk mailers such as vehicle stickers, licenses, water
49 bills,newsletters, etc. With this permit we could purchase a smaller stamp machine since we will not
50 need to do all the postage as before. Rough estimate would be purchasing a machine at around
51 $20,000 or leasing at around $26,000. Joyce will meet with other departments to discuss all options
52 and look at different vendors.

54 FIRE DEPARTMENT REPORT: Trustee Dalzell presented: 1)No report.

56 POLICE AND TRAFFIC SAFETY REPORT: Trustee Dalzell presented: 1)Request to hire (1)
57 one part-time police officer and establish a rate of pay for a part-time police officer for the Village
58 of Alsip. This is in the budget at $27/per hour which is just below what starting wage is. They have
59 a qualified candidate interested in this position. 2) Presentation of the Police Department April
60 2022 Monthly Activity Report. There were 2,800 calls for service. Chief Miller noted that in light
61 of the recent events in Texas that he wanted to note that Alsip Police Officers do rapid deployment
62 training every August and do train for scenarios similar to this and others.

64 PUBLIC WORKS AND BOAT LAIJNCH REPORT: Trustee Juarez presented: 1) Request to go to
65 bid for the cleanup and restoration of Village parkways due to recent 87 tree removals. 2) They are
66 looking to hire an employee to work at the boat launch.

75 ECONOMIC DEVELOPMENT: Trustee Perretta presented: 1)Nextsite shared there is a national
76 chain restaurant wants to be located on Pulaski and hopefully will announce they're under contract
77 soon. Mayor stated he will make an appointment to meet with Charles Branch next week and
78 hopefully have more of an update.

82 ORDINANCE AND LEGISLATION: Trustee Perretta presented: 1)No report.

84 PLANNING & ZONING AND LICENSES: Trustee Juarez presented: 1) Presentation of a list of
85 licenses dated May 27, 2022 through May 31, 2022.

87 PRESENTATIONS PETITIONS, COMMLTNICATIONS: 1) Mayor Ryan received a letter from
88 Barton Holdings; 11650 Pulaski, Firewater BBQ. While under construction they encountered many
89 problems and additional work needing to be done underground. They have encored an estimated
90 extra cost of$325,000. They are asking for help from a TIF for some ofthat cost. Mayor stated we
91 can discuss and have 90 days to respond. 2) Trustee McLawhorn asked Rodger Early if Linda from
92 the Health Dept can go around the areas of 117t1i to 119th on Lamon, Lawler, Leamington, and
93 LeClaire about overgrown lawns/weeds. Rodger stated that she has been working her way over to
94 that area.
