2022 05-16 Board Meeting Minutes1 2 VILLAGE OF ALSIP 3 MINUTES OF 4 BOARD OF TRUSTEES MEETING 5 MAY 16, 2022 6 7 Mayor Ryan and Honorary Mayor Enriquez called the meeting to order at 7:34p.m. Clerk Harding 8 and Honorary Clerk Yasmeen Magallon called the roll with the following in attendance: Trustees 9 Dalzell/Honorary Trustee Keira O'Brien, Juarez/Honorary Trustee Ashley Miller, McLawhorn, 10 Murphy/Honorary Trustee Rachel Lovett, Nava-Esparza/Honorary Trustee Serai Graves, 11 Perretta/Honorary Trustee Abigail Buchanan-Kinzinger and Mayor Ryan/Honorary Mayor Isela 12 Enriquez. 13 14 Mayor Ryan announced that tonight was student government night and we had students from 15 Shepard High School and Richards High School in attendance as our Honorary Board. 16 17 MAYOR'S REPORT: Mayor Ryan/Honorary Mayor Enriquez presented: 1) Approval of a list of 18 annual Mayoral Appointments that require consent by the Village Board of Trustees. There were 18 students that came from Stony Creek School to help as well as various other 31 volunteers. He thanks his assistant Becky Smith for the work on the flower sale and Joan Ross, 32 Heather Early, Mike Fraider, and Rodger Early for all of their help as well. 3) Mayor will discuss 33 at next meeting Pace bus proposing to lower fares. 4) Mayor thanked Coca-Cola for donating 34 drinks for the Public Works open house and the Police Department bike with a cop. 35 36 CLERK'S REPORT: Clerk Harding/Honorary Clerk Magallon presented: 1) Approval of the 37 March 2022 Motor Fuel Allotment in the amount of$64,171.93. 2) Approval of May 2, 2022 38 Board Meeting Minutes. 3) Approval of May 2, 2022 FY23 Budget Appropriation Meeting 39 Minutes. 4) Approval of the Apri12022 FOIA Report. 5) Presentation and approval of May 9, 40 2022 Committee Meeting Minutes. 6) Update on Clerk's Office new hires Lauren Ciszewski and 41 Jasmine Perez. 7) Recognition for the Clerk's Office clerical staff. 42 43 ATTORNEY'S REPORT: Attorney Michael Cainkar: No report. 44 45 ENGINEER'S REPORT: Will Dolan presented: 1) Request to go out to bid for the 2022-23 MFT 46 GM Resurfacing and Crack Sealing programs at the June 6, 2022 Village Board Meeting. 47 48 PUBLIC FORUM: No one came forward. 49 50 FINANCE AND INFORMATION TECHNOLOGY REPORT: Trustee McLawhorn presented: 1) 51 Approval of a list of payroll dated May 6, 2022 totaling $424,603.27 2) Approval of a list of 52 accounts payable dated May 16, 2022 with a recap of General Fund $201,454.69; Road&Bridge 53 $68,526.80; MFT $3,870.44; Liability/WC Insurance $230,745.00; Health Insurance $202,550.06; 54 IMFR$15,732.01; Water & Sewer $717,868.64; Sanitary Sewers $2,080.35; Heritage I/II 55 $48,021.71; Retiree Health Insurance $104,233.10; for all funds totaling $1,595,082.80. 3) 56 Approval to increase of hours for Accounts Payable Clerk Heather Tomkow from 28 hours to 35 57 hours for approximately 8 weeks starting in mid-June. 4) Discussion of the FY23 Budget. Prelim 58 list right now. Joyce did find out that body cams are in the grant process but received a quote and 59 added that to the budget. 5) Finance Mid-May report. They just finished closing Fiscal Year 2022, 60 although year-end processing is still on going until June 20, 2022 for expenditures and July 31, 61 2022 for revenues. 62 63 FIRE DEPARTMENT REPORT: Trustee Murphy/Honorary Trustee Lovett presented: 1) 64 Presentation and approval of the March 2022 Fire Prevention Bureau Report. 2) Presentation and BOARD OF TRUSTEES M TING M A Y 1 6,2022 65 approval of the monthly report for March 2022 based on our National Fire Incident Reporting 66 System (NFIRS) data. 3) Approval of the agreement with the Illinois Tollway. 67 68 POLICE AND TRAFFIC SAFETY REPORT: Trustee DalzelUHonorary Trustee O'Brien 69 presented: 1) May 21St the Police Department will be hosting Bike with a Cop starting at 9:30am at 70 Freedom Park located at 131 St and Cicero. This event is for children up to 15 years of age and is to 71 promote bicycle safety in a fun and safe environment while interacting with Alsip Police Officers in 72 a positive community atmosphere. 73 74 PUBLIC WORKS AND BOAT LAIINCH REPORT: Trustee Juarez/Honorary Trustee Miller 75 presented: 1) Approval of the Public Works Department Apri12022 Monthly Activity Report. 2) 76 May 15th—21 st is National Public Works Week. The Alsip Public Works Department will be 77 hosting an open house on Saturday May 21 st between 12pm—3pm. Trucks,tractors, and much 78 more will be on display. All are invited to attend this free event. 79 80 SEWER AND WATER: Trustee Nava-Esparza/Honorary Trustee Graves presented: 1) Approval of 81 the April 2022 Water Department Monthly Activity Report. 2) update on water department. 82 Thanked Bryan Juricek, Mike Alberts, Sam Petzel, John Perna for all their hard work and 83 dedication. All of the restoration work around village from water main breaks is wrapping up. The 84 $2.7 Million Keeler/Komensky water main replacement project is completed with the exception of 85 some punch list items. Thank you to Kathy O'Connell and Jodi Molesky in the Water department 86 for helping the building department when they were short staffed. 87 88 BUILDING AND HEALTH REPORT: Trustee Perretta/Honorary Trustee Buchanan-Kinzinger 89 presented: 1) Approval of the April 2022 Health Department Monthly Activity Report. There were 90 30 complaints, 2 inspections, 8 citations, and 0 callouts. 2) Approval of the Apri12022 Building 91 Department Monthly Activity Report. There were 94 permits issued, $30,050.00 collected, and 92 $27,737,820.00. 3) Update on the Building Department new hire Amy O'Rourke. 4) Recognition 93 for the Building and Water Department clerical staf£ 5) Request for approval for the Village 94 Sportsman Club to hold their Annual Pig Roast Fundraiser to take place on Saturday, June 4th from 95 3:OOpm— 10:00pm. There will be live music from 3-9pm, 1 food trailer, and 3 exterior tents. This 96 is hosted by the American Knights Motorcycle Club. 97 98 HUMAN RESOURCES AND INSURANCE: Trustee Murphy/Honorary Trustee Lovett presented: 99 1) Interviews for vacated HR position are ongoing. Mary was in attendance on the phone while this announcement was made. 2) 115 APPROVAL OF AN ORDINANCE AMENDING CHAPTER 9, FIRE PREVENTION AND 116 PROTECTION, ARTICLE III, FIRE PREVENTION, BY ADDING SECTION 9-50, LITHIUM- 117 ION BATTERY STORAGE, OF THE MUNICIPAL CODE OF THE VILLAGE OF ALSIP. 118 119 PLANNING & ZONING AND LICENSES: Trustee Juarez/Honorary Trustee Miller presented: 1) 120 Approval of a list of licenses dated April 25, 2022 through May 6, 2022. 121 122 PRESENTATIONS, PETITIONS, COMML7NICATIONS: 1) Reminder there is an Alsip 123 Scholarship Program for residents of Alsip, along with Alsip Chamber of Commerce and Alsip 124 Industrial Association Members' employees & immediate family. Are eligible to apply for this 125 scholarship. Open to high school seniors or graduates who are either Alsip residents or 126 employees/children of employees of companies that are members of the Alsip Chamber of 127 Commerce or Alsip Industrial Association.
