7 Mayor Ryan called the meeting to order at 7:30p.m. Clerk Harding called the roll with the following
8 in attendance: Trustees Dalzell, McLawhorn, Murphy, Nava-Esparza, Perretta and Mayor Ryan.
9 Trustee Juarez-Mendoza was absent.

11 BID OPENING—Fence Replacement for Heritage I: 1) Chaffee Construction 6529 Cedar Road,
12 Oak Forest, IL 60452. Bid amount $679,449.00. 2) Fence Masters 20400 Cottage Grove Ave.,
13 Chicago Heights, IL 60411. Bid amount $240,609.00. 3) Tiles In Style, LLC dba TAZA
14 Construction 16940 Vincennes Ave., South Holland, IL 60473. Bid amount $455,786.00.

16 MAYOR'S REPORT: Mayor Ryan presented: 1) Last week met with Mike Fraider and Dan Tryban
17 about the difficulty filling vacant positions and the need for the board to possibly consider including
18 training to get a CDL as a hiring benefit. This is something that employees are sent out to get as we
19 cannot provide this in house. This will be discussed further.

21 CLERK'S REPORT: Clerk Harding presented: 1) Presentation of the July 5, 2022 Finance
22 Committee Meeting Minutes. 2) Presentation of the July 5, 2022 Board Meeting Minutes.

24 PUBLIC FORM: Nobody came forward.

26 FINANCE AND INFORMATIONAL TECHNOLOGY REPORT: Trustee McLawhorn presented:
27 1) List of payroll and accounts payable. 2) Final Review of FY23 Budget. As from bid openings
28 the projected amount for the fence for Heritage I is significantly under budge. 3) Review of FY23
29 Appropriations Ordinance 2022-07- . This is to purchase 2 extra Dodge Ram trucks instead of
30 just the 4 we were going to purchase for the police department and the fire department will get one
31 of these. 4) Discussion of Asset Management Software Evaluation. Brightly is $95,000, Cartograph
32 is $95,950 for the pro and $101,050 for the plus, and Utility Cloud is $95,000. Per department
33 heads, Brightly is the preferred choice. Trustee Nava-Esparza and Dalzell are in favor of Brightly.
34 Trustee Perretta would like feed back from municipalities that use these programs and get their feed
35 back before deciding.

37 FIRE DEPARTMENT REPORT: Trustee Murphy presented: 1)No report

39 POLICE AND TRAFFIC SAFETY REPORT: Trustee Dalzell presented: 1)No report. Will have
40 monthly report at next meeting. Recent testing had 9 applicants test, 4 passed the written, but only 1
41 has returned background information as of now. Deputy Chief discussed possibly the need for
42 starting salary adjustment to attract quality applicants. This will be discussed further.

44 PUBLIC WORKS AND BOAT LALTNCH REPORT: Trustee Murphy presented: 1)No report.

46 SEWER AND WATER: Trustee Nava-Esparza presented: 1)No report.

48 BUILDING AND HEALTH REPORT: Trustee Perretta presented: 1)No report. Mayor Ryan
49 stated at next meeting they will vote on the extension for the fence for Impel Union.

51 HUMAN RESOURCES AND INSURANCE: Trustee Murphy presented: 1)No report. Mayor
52 Ryan noted that they have had a few good interviews for the HR position and still have more to
53 conduct this week.

56 ECONOMIC DEVELOPMENT: Trustee Nava-Esparza presented: 1)No report. Trustee asked for
57 an update on TBK. Rodger has reached to them multiple times and has not received a response, he
58 will continue to try.

60 VILLAGE PROPERTIES: Trustee McLawhorn presented: 1)No report.

62 ORDINANCE AND LEGISLATION: Trustee Perretta presented: 1)No report.

64 PLANNING & ZONING AND LICENSES: Trustee McLawhorn presented: 1) Discussion of case
65 number 2022-OS-R-200 for re-subdivision combining one lot into two. For the property located at
66 11338 S. Avon Ave. Alsip, Illinois. The Planning and Zoning Commission held a Public Hearing on

67 Wednesday, May 4, 2022. Motion carried 7-0 in favor of. This is a 100'x250' deep lot and would
68 be broken up into two 50' wide and 250' deep lots. Will need an ordinance written up from the
69 attorney.

71 Consensus to have attorney Cainkar write up an ordinance for the division of this property.
