7 Mayor Ryan called the meeting to order at 7:30 p.m. Clerk Harding called the roll with the following
8 in attendance: Trustees Dalzell, McLawhorn, Murphy, Nava-Esparza, Perretta and Mayor Ryan.
9 Trustee Juarez-Mendoza was absent.

11 Mayor stated that Monday he will be meeting with the village's healthcare provider on our insurance
12 renewal and would like to have Police Dept, Fire Dept, and AFSME there as well.

14 MAYOR'S REPORT: Mayor Ryan presented: 1) Approval of the appointment of Alsip resident
15 Jonathan Torres as a commissioner of the Planning & Zoning Commission to fill the vacancy left by
16 Stan Graczyk who recently retired. 2) Approval of the appointment of Planning & Zoning
17 Commissioner John Gallagher to Vice-Chairman of the Planning &Zoning Commission.

19 CLERK'S REPORT: Clerk Harding presented: 1) Approval of the October 16, 2023 Board
20 Meeting Minutes. 2) Approval of the September 2023 IDOT Motor Fuel Allotment in the amount
21 of$75,040.24. 3) Presentation and approval of October 30, 2023 Committee Meeting Minutes.

23 ATTORNEY'S REPORT: Attorney Michael Cainkar presented: 1)No report.

25 ENGINEER'S REPORT: Mike Fraider presented: 1) The final plans for Safe Routes to Schools
26 will be submitted to IDOT this week, we have a$200,000 grant. 2) The water main work on 115th
27 Place and 118th Place is completed. 3) The resurfacing project will begin today. 4) The are
28 working on the Lombard storm sewers today. 5) Crack sealing will begin tomorrow and will be
29 done by Thursday. 6) Sewer televising on Lombard found most of the obstructions. They are
30 discussing putting in manholes to be able to clean out those sewers more often.

32 PUBLIC FORUM: 1) Tina Michael came forward. She lives in Heritage complex and was told
33 when she signed a lease it was a nonsmoking building. There are currently people smoking in the
34 building and wanted to know if anything can be done about it. Geraldine Alexander and Dolores
35 White were with her and stated the same. Mayor said he would look into this as it was his
36 understanding that all the buildings were nonsmoking but to leave her number so he can find out and
37 contact her back.

39 FINANCE AND INFORMATION TECHNOLOGY REPORT: Trustee McLawhorn presented: 1)
40 Approval of a list ofpayroll dated November 3, 2023 totaling $476,504.54. 2) Approval of a list of
41 accounts payable dated November 6, 2023 with a recap of General Fund $276,999.77; Road&
42 Bridge $126,512.53; Storm Sewer$574.80; MFT $241,435.06; Liability/WC Insurance $63,313.88;
43 Health Insurance $1,112.68; Water& Sewer $37,982.76; Sanitary Sewers $4,808.58; Heritage I/II
44 $43,840.43; IPRF Grant Expense $26,548.00; Retiree Health Insurance $49,381.80; for all funds
45 totaling $872,520.29.

47 FIRE DEPARTMENT REPORT: Trustee Murphy presented: 1) APPROVAL OF AN
48 ORDINANCE AMENDING CHAPTER 9, FIRE PREVENTION AND PROTECTION,ARTICLE
49 IV, HAZARDOUS MATERIALS DISCHARGE, SECTION 9-61, DEFINITIONS, OF THE
50 MLJNICIPAL CODE OF THE VILLAGE OF ALSIP. 2) Request to approve holiday pay in the
51 amount of$67,056.90 as per the Collective Bargaining contract. 3)Request to approve to pay the
52 1 st half of the Shift Commander/Asst. Shift in the amount of$4,125.00 as per the Collective
53 Bargaining Contract. 4) Request to approve to pay the educational stipend of$17,650.00 as per the
54 Collective Bargaining contract. 5) Thank you to C.J. Erickson Plumbing Company. The Alsip Fire
55 Department would like to thank C.J Erickson Company for their generous donation of 2- Makita
56 battery operated bandsaws. These will be part of our arsenal for specialized rescue. 6) Motion to
57 approve Marchione Electric to replace the overhead lights in the apparatus bays in both stations for
58 a cost of$28,070.00. Marchione was the lowest bid received on October 30th. This project has been
59 budgeted for.

61 POLICE AND TRAFFIC SAFETY REPORT: Trustee Dalzell presented: 1) Approval to hire 2
62 Officers for the January Academy. Would like to amend the ordinance from 31 to 33 officers while
63 officers are in training.

66 the Public Works September 2023 Monthly Activity Report.

78 Saturday is November 25 on Pulaski Corridor and Trustee reminded everyone to shop local and
79 promote our businesses in Alsip. 2) Mayor stated that Firewater BBQ passed their building
80 inspections and are working on punch list items. They are looking to open in a couple weeks.

82 VILLAGE PROPERTIES: Trustee McLawhorn presented: 1) Approval advertising an (RFP)
83 Request for Proposal, seeking qualified contractors to replace the roof on the Public Works Garage
84 and pump station.

96 the finance director on the Tax Levy and if there is anything that is not on the budget for your
97 committee, please bring it up. 2) Mayor stated that November 11 is Veteran's Day and there will be
98 a ceremony at Veteran's Plaza at 1 lam at 118'and Pulaski.
